Rachel Winard is an attorney-consultant for The Wicks Group Consulting, drawing on more than 15 years of experience that has encompassed federal, state, and local statutory and regulatory analysis, consumer product import and export and hazardous materials shipping compliance, land use planning, and business development.

Prior to joining TWG, Rachel worked as an Associate in the Land Use practice of two large New York City law firms, advising on regulatory requirements for real estate development, including mandated environmental remediation. Rachel also served on the Board of Trustees for a Brooklyn (NY) co-operative residential complex for more than a decade, advising on zoning, building and fire code, insurance, liability, and shareholder matters. Rachel also founded a global consumer products business in 2009 that has been featured in the New York Times, Vogue, Forbes, and the Wall Street Journal, among other publications, and continues to manage the business. Through this entrepreneurship, Rachel has developed strong business development, organizational planning, team-building, and community engagement skills in addition to direct experience with product import, export, and domestic shipping requirements.

Rachel holds a Juris Doctor from Columbia Law School and a BA in Society and Justice from the University of Washington. Rachel also studied for a Bachelor of Fine Arts at the Julliard School.

• Analyzing federal, state, and local statutory and regulatory requirements and assessing implications for client organizations and businesses
• Assessing applicability of ICAO Annex 6 standards to aspects of air carrier flight operations
• Researching current US Federal Aviation Administration policy development practices and procedures
• Preparing administrative applications for submission to government agencies and boards
• Developing organizational policy and procedural guidance in accordance with federal and state standards and organizational goals
• Creating and implementing organizational practices in compliance with domestic and international regulations
• Synthesizing client and government information to identify strategic gaps and create action plans to address them
• Fostering partnerships with local organizations and businesses to create support networks and mentorship opportunities for underrepresented groups
