Lori Wicks is Vice President, Consulting Services for The Wicks Group Consulting. She has more than 25 years of experience in policy analysis and policy and procedural development for both private sector companies and government agencies. She has been a senior consultant on many of the firm’s International Aviation Safety Assessment (IASA) audit preparation projects for foreign civil aviation authorities (CAAs), and has been the project manager or senior consultant on several other types of consulting projects for civil aviation authorities. Lori also is the firm’s lead consultant on Air Carrier Access Act regulations and the European Union Emissions Trading Scheme. In addition to her project work, Lori manages the firm’s federal government business development and contracting activities.

Prior to joining TWG, Lori held positions as a vice-president for business development and a project director in the government practice of a national consulting firm. She also was a senior consultant at a firm that specialized in analyzing and advising state agencies about federal laws and regulations.

Representative Experience

  • Preparing multiple successful grant applications to the US Trade and Development Agency on behalf of foreign CAAs to secure funding for aviation safety technical assistance projects
  • Developing aviation safety regulations, inspector guidance, training program designs, and training curricula for the Azerbaijan, Cabo Verde, India, and Trinidad and Tobago IASA audit preparation projects
  • Managing the development and delivery of a two-week general aviation inspector training course for newly hired inspectors of the Civil Aviation Administration of China
  • Managing a project to assist a major foreign air carrier with strengthening its Air Carrier Access Act regulatory compliance, including documents reviews and a station audit, development of new policies and procedures, and training of air carrier personnel
  • Managing an FAA Flight Standards Program project to design an expanded leadership development program, including a “Best Practices” survey of leading private and public sector organizations, facilitation of FAA workgroup meetings and preparation of an executive briefing on project recommendations, resulting in a new national program
  • Assisting with the development of an FAA Flight Program Office Flight Operations Manual and an internal policies and procedures manual for the same office
  • Developing the bid package for air carriers to compete for new economic licenses being issued by the Kingdom of Saudi Arabia CAA, preparing a report on the carrier selection processes, and drafting the Notice of Decision for the award of two new licenses
  • Developing a Disadvantaged Business Enterprise and an Airport Concessions Disadvantage Business Enterprise plan/program description for a large regional airport
  • Assisting a private air operator with revising its European Union Emissions Trading Scheme Five-Year Monitoring Plan, preparing its Annual Emissions Reports, and communicating as needed with the relevant EU authority
  • Managing and reporting on business development activities of a 500-employee division of a national consulting firm, and developing dozens of successful management consulting proposals for federal, state, or county government agency projects
  • Managing federal revenue maximization projects for clients that included the State of Maryland, the State of Tennessee, the State of Connecticut, the State of Arkansas, and the County of San Diego, and encompassing multiple agencies of each client
  • Managing business process improvement projects for the Commonwealth of Pennsylvania Department of Children and Families, the District of Columbia Financial Control Board, and the State of North Carolina Department of Health
