Lenica Morales Valenzuela is a Director for Consulting Services at The Wicks Group (TWG). Lenica has more than 5 years of consulting experience in the aviation sector, performing projects for foreign civil aviation authorities (CAAs), air carriers, and airports, and also for entities in the drone and Advanced Air Mobility (AAM) space. As a Director for Consulting Services, Lenica has served as a management consultant and assistant project manager for TWG consulting engagements for clients from around the world.

Lenica’s work at TWG has included projects for the CAAs of India and Panama that successfully prepared each CAA for an FAA International Aviation Safety Assessment (IASA) audit, resulting in the IASA “Category 1” rating required for air carriers of the country to operate direct flights to the US. Her work for those projects included developing revised regulations and guidance materials, preparing CAA inspector training courses, and improving CAA documentation of its certification and inspection activities. Lenica also served as the Director of International Aviation and Regulatory Affairs at Zipline International, achieving foreign CAA approvals for drone delivery operations.

Lenica graduated with Honors (cum laude) from Harvard University with a Bachelor of Arts in Romance Languages and Literature. She also holds a Master of Arts in Latin American Studies from Stanford University. She is fluent in English and Spanish and has professional proficiency in Portuguese.

Representative Experience

  • Assessing foreign civil aviation authority compliance with ICAO Annexes 1, 6, and 8 standards and recommended practices.
  • Developing technical deliverables such as revised civil aviation regulations, training curricula for civil aviation inspectors, and policy and procedural guidance for CAA inspectors and industry.
  • Serving as a team leader for on-site technical assistance to improve the Panama CAA’s documentation of air operator certification and inspection activities, inspector training records, and other CAA documentation, contributing to both a successful ICAO USOAP ICVM audit and a successful FAA IASA audit of Panama that sustained Panama’s IASA Category I rating.
  • Assisting with on-site project management, documentation support, and inspector training activities for a project that successfully prepared the India CAA for an FAA IASA audit, resulting in India regaining IASA Category 1 status.
  • Leading regulatory submissions to foreign CAAs for at-scale drone deliveries and obtaining first ever Beyond Visual Line of Sight Approvals for Zipline.
