Barry Valentine is a Senior Advisor Emeritus at The Wicks Group Consulting. Although Barry has retired from regular involvement in TWG projects and matters, he remains available to advise firm leadership on issues when requested. Barry has more than 40 years of aviation experience, encompassing several senior positions at the Federal Aviation Administration (FAA) and in industry, and has long been active in governmental and industry advisory groups. Mr. Valentine provides his expertise on the firm's International Aviation Safety Assessment (IASA) projects for foreign civil aviation authorities, as well as on business aviation development projects.

Prior to joining The Wicks Group, Barry served as the FAA Administrator (Acting) and FAA Assistant Administrator for Policy, Planning, and International Aviation; Director of the Portland (Maine) International Jetport; and Senior Vice President for International Affairs for the General Aviation Manufacturers Association. His professional activities also include serving on the US Transportation Security Administration’s Aviation Safety Advisory Committee General Aviation Working Group, on the Board of Directors of the National Aviation Safety Foundation, on the Board of Governors of the Aero Club of Washington, on the Board of Directors of the Experimental Aircraft Association, and on the Advisory Board of Women in Aviation International.

Representative Experience

  • Representing the US Government in numerous international forums, including the International Civil Aviation Organization Committee on Aviation Environmental Protection and various European agencies, on aviation safety regulation harmonization and other issues
  • Working to expand opportunities for business aircraft access to Tokyo’s Narita and Haneda airports
  • Assisting with the development of a regulatory structure for private business aircraft use in China, including advising Chinese officials on airport infrastructure and service requirements
  • Serving as expert witness in pre-trial litigation for a major aircraft manufacturer and other matters
  • Providing recommendations to foreign civil aviation authorities regarding international safety-, airport-, and business aviation-related matters
  • Facilitating FAA-airport community discussions to adjust schedules for business aircraft at high density airports to avoid peak-hour congestion
  • Working directly and closely with station managers of several major and regional carriers such as Delta, United, and USAir on virtually all aspects of airline/airport interaction
