Alfred (Fred) Hight is a Senior Technical Consultant for TWG Consulting, specializing in airworthiness. He has more than 30 years of experience as an Federal Aviation Administration (FAA) Aviation Safety Inspector (ASI) (Air Carrier, Maintenance) and Principal Maintenance Inspector as well as many years of service in the US Air Force.

Prior to retiring from FAA at the end of 2020, Fred was an ASI in AFS-50, the FAA International Technical Support and International Training division that manages the International Aviation Safety Assessment (IASA) program. Fred participated in numerous IASA Technical Review and IASA audit teams, including reviews of Mexico, Costa Rica, and Malaysia. He also provided technical assistance and corrective action planning assistance to civil aviation authorities seeking to maintain or regain Category 1 status. In addition, Fred was a member of the AFS-50 team that prepared the most recent revisions to the IASA Auditor Checklist.

Fred also has extensive inspector training credentials and experience. He is an instructor for the FAA Government Safety Inspector Airworthiness AMO and AOC, Cargo Operations, and Personnel Licensing courses, for Extended Diversion Time Operations (EDTO) training, and for ICAO Air Cargo and Personnel Licensing courses. He also served on a team that developed a new ICAO Air Cargo Certification course and new ICAO Surveillance course. In addition to an FAA Airframe & Powerplant Certificate, Fred holds a degree in Aviation Technology from Ivy Tech State College and received several awards for his work at the FAA.

Representative Experience

  • Serving on numerous FAA IASA audit and Technical Review teams that assessed foreign civil aviation authority compliance with ICAO Annex 1, 6, and 8 requirements using an FAA IASA Checklist tool.
  • Serving on an FAA team that drafted 2020 revisions to the IASA Checklist
  • Serving on an FAA team that updated the FAA Model Civil Aviation Regulations in 2020 to reflect the latest revisions to ICAO Annexes 1, 6, and 8.
  • Providing corrective action plan development and Airworthiness-related technical assistance requested by foreign civil aviation authorities to help them maintain or regain their IASA Category 1 rating
  • Serving as a qualified instructor for FAA GSI 18701 Airworthiness Course; GSI Course, 18702 Cargo Operations; and GSI Course, 18710 Personnel Licensing and for the ICAO 18702 Air Cargo Course.
  • Helping to develop an FAA ICAO Surveillance Course (not yet numbered) and the FAA AFS-50 ICAO Air Cargo Certification Course 18701.
  • Evaluating and approving air carrier DHC-8-402 Continuous Airworthiness Maintenance Programs.
  • Performing risk-based analysis of data obtained through surveillance of the air carrier maintenance activities at their main maintenance facility, contract maintenance facility, or line environment.
  • Serving on the FAA team that implemented Safety Management System, Level 1, (ICAO Annex 19, Safety Management)
  • Serving as an FAA Principal Maintenance Inspector (PMI) for two Part 121 Air Carriers, a Part 121/135 Air Carrier, a Part 125 operator, and a Part 145 Repair station maintaining large transport category aircraft (at different points in time).
  • Serving as a General Aviation PMI in two FAA Flight Standards District Offices, conducting surveillance of air operators, Part 133 Rotorcraft External-Load Operators, Part 137 Agricultural Aircraft Operators (fixed and rotor wing), Part 145 air agencies, and Part 147 aviation maintenance technician schools and being a Certification Project Manager for 14 CFR Part 135 and 145 certifications.

Serving on the staff for Headquarters United States Air Force Europe, interfacing with NATO countries on aircraft maintenance cross-training; serving as the Noncommissioned Officer in Charge of programed maintenance and Quality Assurance for the US Air Force Thunderbirds; and serving as the Maintenance Management Superintendent for the US Air Force Stealth Fighter Program (F-117A).
